When considering the health of a format, there are many factors to take into consideration: Is one strategy so dominant as to be the only correct choice? Does any other deck trump the strategy in question in any meaningful way? Is there likely to be or has there been a recent shift in the metagame?

To help maintain the diversity and health of the Magic tournament environment, the DCI has developed a system of banned and restricted card lists. Banned cards are cards that are not allowed in a particular tournament. For formats involving rotation i. Standard and now retired Extended , banned cards will be unbanned automatically if the respective card is being rotated out. While several issues were raised and discussed, it was concluded that the best move for all formats was to leave things as they are while continuing to monitor and gather data over the coming weeks and months. While having three top-tier decks isn't unusual, we were concerned that they could be so strong as to crowd out all other decks. In particular, we looked closely at the effect Felidar Guardian has on a format when it can be used in a game-ending combo. However, at Grand Prix Utrecht we began to see some movement in the format—particularly the rise of Temur Dynavolt Tower as a potential addition to that upper echelon. With that kind of movement in the format, we thought it best to gather more data—including more Grand Prix and the inclusion of Amonkhet at the Pro Tour—while watching the format continue to shift before making any changes.

One key to the continued health of Magic is diversity. It is vitally important to ensure that there are multiple competitive decks for the tournament player to choose from. If there were only a single viable deck to play, tournaments would quickly stagnate as players were forced to either play that deck or a deck built specifically to beat it. In addition, different players enjoy playing different types of decks. If there are plenty of viable options to play, there will be more players at more tournaments.
